Notes on this record
How the lists were read, and what could not be.
- Candidates: the Macon County Clerk's certified 2026 General Election Specimen Ballot (one-page PDF linked from maconcounty.illinois.gov/voting-election-information → 'Specimen Ballot'; robots.txt has only a Googlebot group, so all paths allowed). Party as printed (REPUBLICAN, DEMOCRATIC, AMERICAN CENTER, INDEPENDENT); 'No Candidate' lines and write-in lines skipped. The ballot prints no addresses.
- BLOCKED / not used: elections.il.gov (Illinois State Board of Elections) robots.txt is 'Disallow: /' for all agents (per the us-rockford record; not re-requested).
- Districts: City Hall is in IL-13, SD-48, HD-96. The city is split between IL-13 and IL-15 (both recorded) and across three Senate (44, 48, 54) and three House (88, 96, 107) districts; only City Hall's legislators are recorded. On the specimen ballot: SD-44 Sally J. Turner REP (no Democrat); SD-54 Steve McClure REP (no Democrat); HD-88 Regan Deering REP (no Democrat); HD-107 Brad Halbrook REP (no Democrat); HD-87 William E Hauter REP; HD-95 Mike Coffey REP — not recorded as people.
- City-hall seats: SD-48 Doris Turner (D, sitting) v Frank Lesko (R). HD-96 Sue Scherer (D, sitting) unopposed. Sitting members from the ilga.gov Senate and House member lists (robots Crawl-delay 10 honoured). The ilga.gov TLS chain failed in Python's verifier, so those two list pages were fetched with curl using the same User-Agent after a separate robots.txt request — not a block bypass.
- Federal sitting members from the House Clerk Member Data XML (Oct 1, 2026). U.S. Senators, Governor and Lt. Governor rows carried from us-rockford (2026-10-31).
- Municipal: City of Decatur 'Mayor & Council' page (www.decaturil.gov/300; robots has a ClaudeBot group that disallows only admin/search/calendar/CivicAlerts/RSS-type paths) — Mayor plus six council members, elected at large on a non-partisan ballot (party null / partyShort 'None'); official @decaturil.gov emails from each member's directory page (/m/directory/employee?eid=…); phones not copied. Terms are not printed on the list; David Horn's page says he was 're-elected for a third term in April 2025', Consuelo Cruz's that she was 'sworn in to council April 01, 202…' (year cut in the excerpt read).
- Next municipal election: Illinois consolidated election April 6, 2027 (date per us-rockford/us-chicago notes, not re-read); which Decatur seats are up was not read. standsFor null for everyone. Ballotpedia and Wikipedia not used as sources.
