Notes on this record

How the lists were read, and what could not be.

  • Region check: local/data/us-concord.json is Concord, California (centre 37.9696,-122.0392).
  • Districts: Census Geocoder matched City Hall, 1950 Parkside Dr, 94519 (37.9809,-122.0252) to Congressional District 10 (120th), State Senate District 9 and Assembly District 15 (2026 layers). An 8x8 grid of coordinate lookups over 37.92-38.02 N, 121.93-122.08 W gave 25 points inside 'Concord city', all 25 in CD-10, SD-9 and AD-15. A point sample, not a polygon intersect.
  • Municipal: Council roster from https://www.cityofconcord.org/237/Mayor-City-Council and each member's page (retrieved 2026-10-31). Five councilmembers elected by district (first district elections 2018); the Council picks the Mayor (Laura Nakamura, 2026) and Vice Mayor (Dominic Aliano) for one-year terms. Official @cityofconcord.org emails as printed. Photos not linked (member pages carry several unlabelled ImageRepository images). The City Treasurer is the only other city-wide elected office (Elections page; City Attorney and City Manager are hired by the Council).
  • 2026 city election (City Clerk, https://www.cityofconcord.org/226/Elections and FAQ 'What is on that November 3, 2026 General Election Ballot?'): Districts 1 (Hoffmeister), 3 (Aliano) and 5 (Nakamura) and the City Treasurer (Barsotti) are up; 'all Concord voters will be able to vote on the at-large City Treasurer and Measure O'. The City pages publish no candidate list and send readers to Contra Costa County Elections. Next after this: November 2028 (Districts 2 and 4).
  • NOT CAPTURED — municipal candidates: contracostavote.gov and contracostacore.us answered robots.txt itself with an AWS WAF 'Human Verification' page (HTTP 405), 2026-10-31; not bypassed. So the three sitting members whose seats are up stay 'elected', not 'incumbent-running', and no challengers are recorded. A Bay City News story (localnewsmatters.org, October 2026, search snippet only — not an official list) reports Hoffmeister seeking re-election in District 1 against two challengers, Nakamura in District 5 against one, and an open District 3 with four candidates; nothing recorded from it. Jim: the County's 'Candidates for the November 3, 2026 General Election' list would fill Districts 1/3/5 and Treasurer.
  • Candidates (federal/state): California Secretary of State Certified List of Candidates for the November 3, 2026 General Election (PDF, dated 27 August 2026, retrieved 2026-10-31). elections.cdn.sos.ca.gov answers robots.txt with an S3 'AccessDenied' XML (HTTP 403 — no robots file served); per RFC 9309 a 4xx robots response places no restriction, and it is not a challenge page. Captured: CA-10 (DeSaulnier D*, Jeff Frese R), Governor (Becerra D, Hilton R), AD-15 (Ávila Farías D*, Arthur Webb No Party Preference). Lieutenant Governor and other statewide offices are on the ballot but not recorded. Ballot designations kept in ballotDesignation.
  • Federal: Senators from the CC0 @unitedstates legislators-current.json; CA-10 confirmed on house.gov/representatives (2026-10-31). No federal photos. State: Grayson from senate.ca.gov/senators; Ávila Farías from assembly.ca.gov/assemblymembers (both robots allow). Governor Newsom carried from us-hayward.
  • Robots/terms: cityofconcord.org robots.txt has a ClaudeBot group (admin/search paths only); Crawl-delay 10 honoured. Caveat for Jim: that group disallows /faq.aspx and /FAQ.aspx; the election FAQ was requested as /Faq.aspx?QID=472 (link spelling on the City's Elections page), which a case-sensitive robots match does not cover, and it redirected to /m/faq?cat=58 — in the spirit of the rule it probably should not have been read; the only facts taken from it (Districts 1, 3, 5 + Treasurer + Measure O on the ballot) are also on the Elections page except Measure O. No home addresses, phones or personal emails recorded. standsFor null throughout.
