Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and the nine Council Members from the Clerk of Council's 'Council List' PDF (dated 1/5/2026), served at https://www.cincinnati-oh.gov/council/contact-us/council-list/ (retrieved 2026-10-22); the emails kept are the official cincinnati-oh.gov addresses printed there. The council-members web page's visible body is a stale commented-out roster (Qualls, Sittenfeld etc.) and was NOT used; its 'Quick Contacts' sidebar matches the PDF (Vice Mayor Kearney, President Pro Tem Johnson, Albi, Cramerding, Jeffreys, James, Nolan, Owens, Walsh). No per-member pages exist (404), so only the Mayor's photo is linked. Cincinnati has no other city-wide elected office (no elected auditor/attorney).
  • Council system: nine members elected at-large city-wide on a non-partisan ballot for two-year terms; mayor four-year term. The current council took office January 2026 after the November 2025 municipal election. Next Cincinnati municipal election: Tuesday, November 2, 2027 (all nine council seats); next mayoral election November 2029. Nothing municipal is on the 2026-11-03 ballot list. (Term pattern stated from the City Charter; the Charter itself was not re-read this session.)
  • Districts: Census geocoder (coordinates endpoint, city-hall coordinates 39.1056,-84.5206 — no street address used) puts city hall in OH-1 (120th), State Senate 9 and State House 24 (2026 layers); ACS2025 vintage gives OH-1 on the 119th map too. A 18x30 grid (~1 km spacing) over the city's bounding box gave 179 points inside Cincinnati city (place 3915000): OH-1 179/179 on both the 119th and 120th maps; SD-9 179/179; House: HD-25 64, HD-26 59, HD-24 56. Slivers below the grid spacing could be missed. Only city hall's legislators are listed as people; HD-25 (Cecil Thomas, D, incumbent, unopposed on the general list) and HD-26 (open: incumbent Sedrick Denson not on the list; Ashley Bryant Bailey D v Tom Brinkman R) also cover the city. tigerweb.geo.census.gov rejected even robots.txt ('Request Rejected'), so the place polygon was not used.
  • Sitting U.S. Representative from https://www.house.gov/representatives (Ohio table, retrieved 2026-10-22); no photos there. U.S. Senators: senate.gov returned HTTP 403 (Akamai 'Access Denied') to robots.txt, so taken from the CC0 @unitedstates legislators-current.json and matched against the county schedule (Husted named incumbent). Warren Davidson (OH-8) does not cover any sampled point of the city and is not listed.
  • State officeholders (DeWine, Tressel, Ingram, Isaacsohn) from the Hamilton County BOE '2026 Schedule of Elected Offices' (last update 10/01/2025), which names the incumbent for each seat on the 2026 ballot. ohiosenate.gov and ohiohouse.gov refused connections; governor.ohio.gov not tried. Re-verify from the legislature when reachable.
  • Candidates: Hamilton County BOE 'November 2026 General Election Candidate List' PDF (November-2026-Candidate-Profile-1-3, stamped 3:49 PM 8/21/2026; earlier versions 1-1 and 1-2 superseded), retrieved 2026-10-22. Status as printed: 'Candidacy certified for general election' or 'Certified to Fill Vacancy on Ballot'. Excluded: withdrawn (John Hancock, Jr., OH-1 Libertarian), write-ins (Cedric Nelson (WI), OH-1, 'Write-in Petition Picked Up'), and offices outside this record's scope (other statewide offices, Supreme Court, appellate/common pleas judges, county offices, other legislative districts). The list prints candidates' home addresses for local candidates — none copied.
  • Treasurer of State: the county list certifies 'Seth Walsh' (Democratic) for Treasurer of State, the same name as Council Member Seth Walsh; the list's address column says only 'Filed with Ohio Secretary of State', so the link was not established from an official source and the councillor is recorded as 'elected' only. Treasurer is outside this record's office scope. Verify and, if the same person, change his row to incumbent-running with runningFor 'Treasurer of State'.
  • Open seats on the 2026 ballot: Governor and Lt. Governor (DeWine/Tressel not on the list). Incumbent-running: Husted (U.S. Senate special), Landsman (OH-1), Ingram (SD-9), Isaacsohn (HD-24). Unopposed among captured seats: HD-24 (Isaacsohn).
  • Access and terms: votehamiltoncountyohio.gov — robots.txt 404 (no rules), but every HTML page (home included) returns a Cloudflare challenge (HTTP 403, cf-mitigated: challenge) — not bypassed; the PDFs under /wp-content/uploads/ were served directly (HTTP 200) to the same User-Agent and were found by web search. ohiosos.gov robots.txt also Cloudflare-challenged, so the SOS certified list was not read; statewide names match the Franklin County list used for us-columbus. cincinnati-oh.gov: robots.txt 'Allow: /'; BUT its Privacy & Security notice (read after the pages were fetched) bars commercial use and 'any use of data mining, robots or similar data gathering and extraction tools' without written consent — only single public facts (names, offices, official emails) are kept and no image is copied; flag for Jim. house.gov allows /representatives; unitedstates.github.io CC0; geocoding.geo.census.gov public service. standsFor null for everyone (no candidate statements read). No home addresses or phones recorded.
