Notes on this record

How the lists were read, and what could not be.

  • www.chulavistaca.gov answered HTTP 403 (Akamai 'Access Denied') to robots.txt itself with the ResearchUpon-politics/1.0 User-Agent; recorded as blocked, not retried, and no other City page was opened. Sitting city officials therefore come from the San Diego County Registrar of Voters 'Directory of Public Officials' (dated 3/2026): Mayor John McCann (2022-2026), Council District 1 Carolina Chavez (2022-2026), District 2 Jose Preciado (2022-2026), District 3 Michael Inzunza (2024-2028), District 4 Cesar Fernandez (2024-2028), City Attorney Marco Verdugo (2022-2026, elected); City Clerk and City Manager are appointed. Any change since March 2026 would not show. No city photos or official city websites recorded.
  • City 2026 cycle (ROV directory 'Schedule of Elections'): Chula Vista elects Mayor, City Attorney and Council Districts 1 and 2 at the 2026-06-02 primary and 2026-11-03 general (a race can be decided in June if one candidate passes 50%). All four contests appear on the ROV November candidate list: Mayor McCann vs Francisco Tamayo; District 1 Chavez vs Greg Martinez; District 2 Preciado vs Angelica S. Martinez; City Attorney Verdugo alone (the one unopposed contest). Districts 3 and 4 are next elected in 2028 (next municipal primary/general: June and November 2028). City offices are non-partisan: party null / partyShort 'None'.
  • Candidates: County of San Diego Registrar of Voters 'Candidate List', November 3, 2026 General Election (report R740.03, run 2026-08-28 4:17 PM; every name used shows Qualified for Ballot = YES). Ballot designations as printed. The list prints a few campaign emails for other contests; none for the contests used here. No addresses or phones copied. The Secretary of State certified list (elections.cdn.sos.ca.gov, dated 2026-08-27) was NOT fetched: that host answered robots.txt with an S3 'AccessDenied' 403, so the county list was used instead; it carries the same federal/state contests for San Diego County.
  • Districts: Census TIGERweb polygon for Chula Vista city (place 0613392) sampled on a 150x150 grid over its envelope (13,825 points inside the city, ~0.13 km spacing) against the 119th Congress districts (tigerWMS_ACS2025), the 120th Congress districts (2026 map) and the 2026 State Senate and Assembly lines (tigerWMS_Current): every point fell in CA-52, SD-18 and AD-80. City Hall checked by coordinates (32.6401, -117.0842) with the Census geocoder: CD-52, SD-18, AD-80. Slivers narrower than the grid spacing could be missed. tigerweb.geo.census.gov answers robots.txt with a WAF 'Request Rejected' page and geocoding.geo.census.gov with 404; both are public Census query services.
  • Federal: Juan Vargas from https://www.house.gov/representatives (California 52nd, D); photo linked from clerk.house.gov (not fetched). Senators Alex Padilla (term to 2029) and Adam B. Schiff (term to 2031): www.senate.gov answered robots.txt with Akamai 403 (not bypassed); taken from the CC0 @unitedstates legislators-current.json and corroborated by the ROV directory. Vargas (D) vs Jeff Belle (R) on the November ballot.
  • State: Governor Gavin Newsom (ROV directory, 2023-2027; term-limited) - open seat Xavier Becerra (Democratic) vs Steve Hilton (Republican). State Senate District 18: Steve Padilla (senate.ca.gov lists him as 'Stephen C. Padilla (D) District 18'; on the ballot as PADILLA, STEVE) vs Art Hodges (Republican) - even-numbered Senate seats are up in 2026. Assembly District 80: David A. Alvarez (assembly.ca.gov) vs Alejandro Galicia (Republican). Only City Hall's legislative districts are listed, per the brief; the grid found no other district in the city.
  • standsFor is null for everyone: candidate statements were not read (the City's site is blocked and the ROV sample-ballot statements were not opened). Robots/terms: sdvote.com robots.txt disallows only /voters/ (not used); house.gov, senate.ca.gov and assembly.ca.gov robots allow the member pages; unitedstates.github.io robots.txt is a 404. No terms accepted, nothing requested, no logins. Write-in candidates and primary losers excluded. No street address recorded anywhere.
