Notes on this record

How the lists were read, and what could not be.

  • Candidates: Virginia Department of Elections HTML candidate lists 'November 3, 2026 - Federal Offices' and 'Local Offices' (Chesapeake City rows), fetched 2026-10-22. ELECT's robots.txt disallows *.csv/*.xlsx/*.xls/*.json, so the 'Download this file' exports were not used; the HTML pages are allowed. The pages fetched here print no 'updated' date (the Virginia Beach run read 10/6/26 federal and 10/9/26 local). Write-ins and primary losers excluded. No Chesapeake sample ballot was read; the City's Election Information page lists the Nov. 3 ballot as 'U.S. Senate, U.S. House of Representatives Local Offices'.
  • U.S. Senate: Mark R. Warner (D, incumbent) vs Bert Mizusawa (R). VA-2: Jen A. Kiggans (R, incumbent) vs Elaine G. Luria (D), Geral D. "Bishop" Staten (I), J. Matt Baker (I). VA-3: Robert C. "Bobby" Scott (D, incumbent) vs Edwin Rivera, Jr. (R), Makiba A. Gaines (I), Stephen C. Woll (I).
  • City Council: 15 candidates for 5 at-large seats (4-year terms): incumbents Amanda L. Newins, E.R. "Jeff" Jefferies Jr. and Daniel W. Whitaker, plus Clayton L. Spruill, Nichelle Buffalow, Eric V. Wray II, Janelle K. "Dr. J" St Louis, Gayle M. Gilmore, Santiera Brown-Yearling, Todd A. Mayfield, Daniel E. "Lieutenant Dan" Rosinski, Jennifer P. Naperala, George M. Yacus, Brandy L.A. Deel, Ozan M. "Oz" Duran. Incumbents C. Jeff Bunn and Dr. Ella P. Ward (terms expiring 2026) are not on the list. Local candidates are listed with party 'Independent' on ELECT but Virginia local ballots carry no party, so party is null / partyShort 'None'. School Board (14 candidates, 5 seats) skipped per brief.
  • Municipal structure (City pages 'City Council Members' and 'Council & Mayoral Elections', retrieved 2026-10-22): Mayor plus eight council members, all elected at large to four-year staggered terms; council elections every two years and mayoral elections every four years in November of even years; terms begin January 1. 2026: five council seats. Next: November 2028 — Mayor Rick West and the seats of Vice Mayor Debbie Ritter, Pat King, Les Smith Jr. and one more.
  • VACANCY: the City roster says the terms of 'Mayor ... West, Vice Mayor ... Ritter, and Council Members Patricia Y. "Pat" King, , and Les Smith, Jr. will expire in 2028' — one name has been removed, and only eight members are listed. The City has a statement on the passing of Vice Mayor Dr. John de Triquet (https://www.cityofchesapeake.net/3701/Statement-on-the-Passing-of-Vice-Mayor-D; undated on the page). No appointee is listed and the ELECT local list shows no Chesapeake special election for an unexpired term (the list's 'Special Office Unexpired Term End Date' column is blank for every Chesapeake row). The seat is recorded as vacant, not as a person.
  • Congressional districts covering the city: the Census geocoder coordinate service sampled on a 9x9 grid over the city's extent (33 points inside the Chesapeake city county-equivalent, GEOID 51550) against the 120th Congress layer: VA-2 29 points, VA-3 4 points (northwest, near Portsmouth/Norfolk). Delegate Leftwich's House page also lists 'Congressional District: 2nd and 3rd' for HD-90. Both districts are recorded with all their candidates. City Hall (36.71462, -76.24999) is in VA-2.
  • State legislative districts covering the city (same grid, 2026 layers): Senate 19 (27 points) and 18 (6); House 90 (18), 89 (12), 91 (2), 92 (1). The House of Delegates member list describes five districts with Chesapeake parts: 84 (its description prints 'Counties of Chesapeake (part)', apparently a typo), 89, 90, 91 and 92. Only City Hall's SD-19 (Christie New Craig, R) and HD-90 (Jay Leftwich, R) are recorded as people. No General Assembly seat is on the 2026 ballot (both chambers next November 2027).
  • Constitutional officers elected city-wide (Commonwealth's Attorney Matthew R. Hamel, Treasurer Corrie A. Kring, Commissioner of the Revenue Victoria L. Proffitt, Clerk of the Circuit Court Alan P. Krasnoff) from their City office pages; none is on the 2026 ballot. The Sheriff is also elected city-wide but no Sheriff page was found in the City sitemap, so the Sheriff is not recorded.
  • Photos: City photos (ImageRepository, not disallowed by robots) are linked, not copied; the City's Copyright Notices page says 'All content © 2006-2026 Chesapeake, VA and its representatives. All rights reserved.' — reuse beyond linking needs the City's permission. Delegate and State Senate portrait URLs linked (pages state no terms). Governor row carried from the us-virginia-beach record prepared the same day. No federal photos.
  • Emails: official addresses for officeholders; for candidates only campaign-domain or campaign-named addresses from the ELECT list. Personal-style addresses not copied. No street addresses or phone numbers in any person row; the ridings geocoder link uses coordinates.
  • Robots/terms: elections.virginia.gov (HTML allowed; disallows *.csv/*.xls/*.xlsx/*.json and some folders); cityofchesapeake.net (Crawl-delay 10 honoured; disallows /Search, /map.aspx, /RSS.aspx etc., none used); house.vga.virginia.gov (empty robots); apps.senate.virginia.gov, geocoding.geo.census.gov and unitedstates.github.io (no robots.txt, 404). tigerweb.geo.census.gov rejected the robots.txt request (WAF 'Request Rejected') and was not used. One plain User-Agent throughout; nothing retried with another. No Wikipedia, Ballotpedia or news used.
  • standsFor is null for everyone: no candidate statement was read.
