Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Tim Kelly (chattanooga.gov Mayor's Office) and the nine City Council members (Districts 1-9) from https://chattanooga.gov/government/city-council, retrieved 2026-10-22, cross-checked name-for-name against the Hamilton County Election Commission's Current Elected Officials list (last updated September 4, 2026), which marks the Mayor non-partisan and gives every term as 4 years with next election March 2029. Chair Jeff Davis (D3) and Vice Chair Ron Elliott (D9) per the council page card labels. The council page prints only the shared Council-Clerk@chattanooga.gov address and office phone lines, so email is null and no phone is recorded. City Court Judge Sherry Paty (Division 1) is included as an elected city office (county list, next election May 2030). Jenni Berz's standsFor is quoted from her own first-person statement on the council page; the other bios are written in the third person and are not used.
  • Next City of Chattanooga election: March 2029 (Mayor and all nine council districts), per the county's Current Elected Officials list; the exact date is not yet on an official calendar read here. The last municipal election was March 4, 2025, with a runoff April 8, 2025 (the county's 2025 Election Archive lists official results for both dates).
  • Congressional and state districts: TIGERweb (tigerweb.geo.census.gov) rejected the ResearchUpon User-Agent with a WAF 'Request Rejected' page, even for robots.txt, so the city polygon could not be grid-sampled the way Memphis was. Instead a 12x12 point grid over the city's bounding box was run through the Census geocoder coordinates endpoint (Current_Current vintage), keeping only the 51 points the geocoder places in 'Chattanooga city' (GEOID 4714000): 120th Congress (2026 map) TN-3 51/51; 2026 State Senate SD-11 27, SD-10 24; 2026 State House HD-28 19, HD-26 15, HD-27 10, HD-30 4, HD-29 3. City Hall (geocoded to -85.30786, 35.04342) is in TN-3, SD-10 and HD-28. The Hamilton County Current Elected Officials list names only Chuck Fleischmann (R-3) for the sitting U.S. House, so the city is also wholly TN-3 on the sitting map. Only City Hall's state districts are recorded as people, per the brief.
  • Other state races on Chattanooga ballots (names from the sample ballot, not recorded as people because the seats do not contain City Hall): SD-11 Bo Watson (R, sitting per county list) v Tim Roberts (D); HD-26 Greg Martin (R, sitting) unopposed; HD-27 Michele Reneau (R, sitting) v Paige Quirin (D); HD-29 Greg Vital (R, sitting) v Ryan V. Scofield (D); HD-30 Esther Helton Haynes (R, sitting; county list prints 'Esther Helton-Haynes') v Art Rymer (D).
  • Candidates: from the Hamilton County Election Commission's Official Sample Ballot for the November 3, 2026 State & Federal General Election (https://elect.hamiltontn.gov/Portals/12/HTML/GenSample.html, Ballot ID G155, 'SAMPLE / PROOFING SET', linked from the commission's Sample Ballots page), retrieved 2026-10-22. Party labels as printed are kept in ballotParty. The Tennessee Secretary of State's 2026 candidate lists (sos.tn.gov/elections/2026-candidate-lists) could not be read: sos.tn.gov returned a CloudFront 403 'Request blocked' to the ResearchUpon User-Agent on robots.txt itself, so nothing on that host (or its file host) was fetched and no other User-Agent was tried. The county ballot is an official list but not the state's certified list; the statewide names match the Memphis record's reading of the SOS lists exactly (Governor 15, U.S. Senate 10). Write-ins skipped; primary losers excluded.
  • Governor (open): Marsha Blackburn (R; sitting U.S. Senator), Jerri Green (D; sitting Memphis City Council member) and 13 independents. U.S. Senate: Bill Hagerty (R, inc.), Marquita Bradshaw (D) and 8 independents. TN-3: Chuck Fleischmann (R, inc.), Anna Golladay (D) and 5 independents. HD-28: Yusuf A. Hakeem (D, inc.), Demetrus "Meechie" Coonrod (Ind.), Johnny Horne (Ind.).
  • counts: elected = people currently in office (incl. incumbent-running); running = people on the 2026 ballot (incl. incumbent-running); unopposed = 0 among recorded races (HD-26, not recorded, has one candidate).
  • State officeholders: capitol.tn.gov robots.txt allows only named bots, so no General Assembly page was fetched; SD-10 Todd Gardenhire, HD-28 Yusuf A. Hakeem and Governor Bill Lee are from the Hamilton County Election Commission's Current Elected Officials list (an official county list). The legislator 'website' fields are the wapp.capitol.tn.gov links that county page prints, not pages read here.
  • Robots/terms: elect.hamiltontn.gov (robots.txt is only Cloudflare content-signal definitions, no signal set and no Disallow; no terms page on the site), chattanooga.gov (Drupal robots, only admin/search/user paths disallowed; privacy-policy-disclosures page states no reuse terms; photos linked, not copied), house.gov (Drupal robots; /representatives allowed), unitedstates.github.io (no robots.txt; data CC0), geocoding.geo.census.gov (no robots.txt; public Census service). Blocked: sos.tn.gov (CloudFront 403), tigerweb.geo.census.gov (WAF reject). Not fetched: capitol.tn.gov, senate.gov.
  • No home addresses, phones or personal emails recorded. Wikipedia, Ballotpedia and news were not used.
