Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and 11 Council Members (4 at-large, 7 districts) from https://www.charlottenc.gov/City-Government/Leadership/City-Council, retrieved 2026-10-15 (robots.txt allows the council pages). Party, election dates and term ends from the City's 'City Council History 1991-2027' PDF on the same site: Charlotte municipal elections are partisan. Mayor Vi Lyles resigned effective 2026-06-30; Robert (Rob) Harrington (D) was elected by City Council to finish her term (ends 2027-12-06). Mayor Pro Tem: James Mitchell Jr. Charlotte is council-manager: City Manager, City Attorney and City Clerk are appointed, so there is no other city-wide elected office. Names as the council page prints them; the history PDF spells some differently (Ed Driggs, Reneé Perkins Johnson, Juan Diego Mazuera Arias).
  • City of Charlotte elections: every two years in odd years (council page: 'Elections for the City Council are held every two years'). Current terms began 2025-12-01 and end 2027-12-06. Next municipal general election: November 2, 2027 (the Tuesday after the first Monday in November 2027; NCSBE says most NC municipal elections are in odd-numbered years). The 2027 date itself is not yet published on an official calendar this client could read; Mecklenburg County Board of Elections (mecknc.gov, apps.meckboe.org) is behind Cloudflare. The NCSBE 2026 all-contest list for Mecklenburg has no City of Charlotte contest.
  • Congressional districts covering the city: Census TIGERweb polygon for Charlotte city (place 3712000) sampled on a 160x160 grid (14,079 points inside the city) against the 120th (layer 0) and 119th (layer 4) Congress districts — identical here: NC-12 (10,996 points), NC-14 (1,984), NC-8 (1,099). All three sitting members are listed and all three are on the 2026 general list for their seats. Slivers under ~0.2 km could be missed. CMGC is NC-12, SD-41, HD-102 in the Census geocoder (2026 state legislative layers).
  • State legislative districts covering the city by the same grid: Senate 38, 39, 40, 41, 42 (plus single-point slivers of 34 and 35); House 88, 92, 99, 100, 101, 102, 103, 104, 105, 106, 107, 112 (plus single-point slivers of 68 and 82). Only CMGC's districts are recorded as people, per the brief.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (North Carolina table), retrieved 2026-10-15. U.S. Senators (Thom Tillis, Ted Budd, both Republican): senate.gov returns HTTP 403 — taken from the CC0 @unitedstates legislators-current.json (Tillis term ends 2027-01-03, Budd 2029-01-03). No federal photos linked.
  • State officeholders: ncleg.gov (General Assembly) returned a Cloudflare 'Sorry, you have been blocked' page even for robots.txt, and governor.nc.gov returned 'Access denied' — neither bypassed. Governor Josh Stein (D), SD-41 Caleb Theodros (D) and HD-102 Becky Carney (D) are therefore taken from the NCSBE official 2024 general-election precinct results (results_pct_20241105.zip; Stein 3,069,496 votes; Theodros won SD-41; Carney sole candidate for HD-102) and marked "unofficial": true because no current roster was read. The Governor is not on the 2026 ballot (next election November 2028).
  • Candidates: NC State Board of Elections '2026 General Candidate List by Contest — Federal and State Only' (PDF, S3 Last-Modified 2026-10-13; header: Election 11/03/2026, all counties), cross-checked with the all-contest version's Mecklenburg section (lists US Senate, US House 08/12/14, SD-37 to 42, HD-88 to 112, county and judicial contests). Name as printed in 'Name on Ballot' is used as name; the list's legal name is kept in ballotName; party codes kept in ballotParty (DEM, REP, LIB, GRE). Addresses printed on the list were not copied. The CSV version carries candidate emails and was not downloaded. Write-ins are not on these lists; primary losers excluded.
  • U.S. Senate 2026: open seat (Thom Tillis not on the general list): Michael Whatley (REP), Roy Cooper (DEM), Shannon W. Bray (LIB), Michael Dublin (GRE). House: NC-8 Mark Harris (R, inc.) vs Colby Watson (D), Bo Whitehead (G); NC-12 Alma S. Adams (D, inc.) vs Jack Codiga (R); NC-14 Tim Moore (R, inc.) vs Lakesha Womack (D). SD-41 Caleb Theodros (D, inc.) vs Kevin Gray (R). HD-102 Becky Carney (D, inc.) is unopposed.
  • Robots/terms: charlottenc.gov (robots.txt served to the default client — a browser user-agent got an Akamai 'Access Denied'; council pages allowed; '© 2026 City of Charlotte', 'Privacy & Legal Notices' linked, no reuse licence stated; council photos linked, not copied), house.gov (allows), ncsbe.gov (allows; standard Drupal robots), s3.amazonaws.com dl.ncsbe.gov files (no robots.txt — AccessDenied at the bucket root; public NCSBE downloads linked from ncsbe.gov), geocoding.geo.census.gov and tigerweb.geo.census.gov (public Census services, as in earlier runs), unitedstates.github.io (CC0). Blocked, not bypassed: senate.gov (403), ncleg.gov (Cloudflare), governor.nc.gov (403), mecknc.gov (Cloudflare challenge), apps.meckboe.org (Cloudflare).
  • No home addresses, phones or personal emails recorded. standsFor null for everyone (no candidate statements read). Wikipedia, Ballotpedia and news were not used.
