Notes on this record

How the lists were read, and what could not be.

  • Mayor and six council members from City of Chandler — Mayor & Council, https://www.chandleraz.gov/government/mayor-and-council (retrieved 2026-10-22): all elected at large (no districts), four-year terms, two consecutive terms max; current terms as printed on that page are kept in termCurrent. Emails are the official chandleraz.gov addresses printed there. Photos linked, not copied. Chandler's charter creates no other city-wide elected office (City Clerk, City Attorney, City Manager are appointed).
  • 2026 CITY ELECTION ALREADY DECIDED: City of Chandler news release 'City of Chandler final Primary Election results' (Aug. 11, 2026, https://www.chandleraz.gov/news-center/city-chandler-final-primary-election-results), citing the official Maricopa County results canvassed by the Board of Supervisors and the City Council on Aug. 10: Mayor-Elect Matt Orlando (25,319 votes, 58.46%); Councilmember Jane Poston (incumbent, 23,033, 20.39%); Councilmember Angel Encinas (incumbent, 22,527, 19.94%); Councilmember-Elect Cicely Rocha-Miller (20,445, 18.10%); Prop 415 General Plan approved 83.94%. They take office after an installation ceremony in early January 2027. Not recorded as separate people because statuses are elected/running only: Orlando, Poston and Encinas stay 'elected' (current terms to January 2027); Rocha-Miller is a member-elect, not yet seated. Hartke is term-limited (second term ends January 2027). Jim: on/after January 2027 swap Hartke → Orlando (Mayor), add Rocha-Miller, and Orlando's council seat closes.
  • City ballot 2026-11-03 (City Clerk, https://www.chandleraz.gov/government/elections-and-voting/general-election and the Information Pamphlet and Sample Ballot PDF): measures only — Prop 430 Home Rule, Question 1 APS franchise, Props 431–434 charter amendments; no candidate races. Next Chandler candidate election: 2028 (three council seats; the Candidate Information page says 2028 filing details come in Fall 2027); next mayoral election 2030.
  • Congressional districts: the City's Elected Officials page (https://www.chandleraz.gov/government/mayor-and-council/elected-officials) says CD 5 covers eastern and southern Chandler and CD 4 western and central Chandler. Confirmed with a coarse 8×8 grid of Census Geocoder coordinate lookups across the city envelope (23 points inside 'Chandler city'): CD5 13, CD4 10. City hall (coordinates 33.3012, -111.8408, plus two offset points) geocodes to AZ-4 and 2026 State Senate/House District 13. tigerweb.geo.census.gov rejected the request at robots.txt ('Request Rejected' WAF page), so no polygon area shares were computed.
  • Legislative districts covering Chandler: 12, 13 and 14 per the City's Elected Officials page (LD14 = southeastern-most Chandler; LD13 central and south; LD12 north and west); the coarse grid hit LD13 (17 points) and LD12 (6), and missed the small LD14 area. Only LD13 (city hall) members are recorded, per the brief.
  • LD 13 (city hall) members from the Arizona Legislature's own Member Rosters, https://www.azleg.gov/MemberRoster/?body=S and ?body=H (57th Legislature; fetched 2026-10-22 two minutes apart, honouring robots.txt Crawl-delay: 120): Sen. J.D. Mesnard (R), Reps. Julie Willoughby (R, Majority Whip) and Jeff Weninger (R). The same three are listed on the City's Elected Officials page. Emails are the official @azleg.gov addresses printed on the City page (the roster links only to a web form). Unlike the Mesa run, azleg.gov served the roster normally this time (no Sucuri challenge). Other districts per City page, not recorded: LD12 Sen. Mitzi Epstein, Reps. Patty Contreras, Staci Travers; LD14 Sen. Warren Petersen (Senate President), Reps. Khyl Powell, Laurin Hendrix.
  • Senators from the GPO Official Congressional Directory (20 Feb 2026): Kelly re-elected 2022, Gallego elected 2024, so NO U.S. Senate seat is on Arizona's 2026 ballot. Representatives from the House Clerk's MemberData.xml (published 1 Oct 2026); websites from the Congressional Directory. No federal photos linked (senate.gov/house.gov photo pages not opened; the City's copies of member photos were not used).
  • NOT CAPTURED — federal and state candidates for 2026-11-03: Arizona Secretary of State (azsos.gov) answered a Cloudflare 'Just a moment' managed challenge (HTTP 403) to robots.txt itself; elections.maricopa.gov and arizona.vote answered HTTP 403 to robots.txt (2026-10-22). No bypass, no other User-Agent or tool tried. Governor Hobbs and the LD13 members are therefore left 'elected', not 'incumbent-running', and no challengers are recorded. Biggs (AZ-5) is widely reported as the Republican nominee for Governor, making AZ-5 open, but nothing is recorded from news. Jim: the Maricopa '2026 General Election Candidates On Ballot' PDF would fill AZ-4/5, Governor and LD 12/13/14 at once (shared with us-mesa and us-phoenix).
  • LICENCE: chandleraz.gov states no reuse licence; footer reads '© 2026 City of Chandler, Arizona. All Rights Reserved.' Names, offices and official emails are facts; council photos are linked only and may need Jim's call before display. Mayor & Council bios are in the City's voice, not campaign statements, so standsFor is null throughout.
  • RECHECK 2026-10-31 — federal/state candidates still NOT CAPTURED: robots.txt itself answered Cloudflare 'Just a moment' (HTTP 403) on elections.maricopa.gov, recorder.maricopa.gov, azsos.gov, www.azsos.gov, apps.azsos.gov, arizona.vote, www.arizona.vote, apps.arizona.vote, results.arizona.vote, azcleanelections.gov and www.azcleanelections.gov; no HTML/CSV copy of the '2026 General Election Candidates On Ballot' list exists on any reachable official host (www.maricopa.gov, the County's main CivicPlus site, allows ClaudeBot but carries no candidate list). Search results show the County filer PDFs (elections.maricopa.gov/asset/jcr:d046889e-.../2026.08.06 General Filers.pdf) but they sit behind the same block. No bypass, no other User-Agent or tool. Jim: open the Maricopa 'Candidates On Ballot' list in a browser to add U.S. House, Governor and the city-hall legislative district candidates.
