Notes on this record

How the lists were read, and what could not be.

  • Candidates: Wyoming SoS 2026 General Election Candidate Roster PDF (printed September 09, 2026; robots allows /Elections/Docs/ except WYCF*), retrieved 2026-11-01, for U.S. Senate, U.S. House, Governor and HD-56. The roster prints mailing/home addresses, phones and emails: none copied. Statewide rows carried from the us-cheyenne record (same roster; re-checked on this read).
  • NOT CAPTURED — Casper City Council general-election candidates. The official general ballot list is the Natrona County Clerk's (natronacounty-wy.gov, e.g. DocumentCenter/View/13878 '2026 General Election Candidates Filed'), but www.natronacounty-wy.gov answers even /robots.txt with a Cloudflare block page (HTTP 403, 'Sorry, you have been blocked ... civicplus.io'): treated as blocked, not retried, not bypassed. The City of Casper 'Eligible Candidate List (updated May 29, 2026)' is a pre-primary filing list — Ward 1: Jessie Bell, Brett Hobza; Ward 2: Keegan G. Fox, Arthur Youngberg, Dan Grafton, Michael Bond, Shane True; Ward 3: Kaycee Wiita, Brandy Haskins, Carroll H. Trader, Kathryn Morgan, Terry Wingerter; withdrawn: Shea Ward (Ward 1). The August 18 primary narrowed these to 2 (Ward 1), 2 (Ward 2) and 4 (Ward 3) general-election candidates (city elections page), but who advanced could not be read from an official list, so no council candidate is recorded as running. Ask Jim to copy-paste the Natrona County general candidate list (municipal section) to fill this.
  • Municipal: Mayor & City Council page (retrieved 2026-11-01): 'The nine members of the City Council are elected from three different wards to 4-year terms'; council-manager form; Mayor and Vice Mayor are council members with titles. Official @casperwy.gov emails kept; phones not copied. Seats up in 2026 = the four with terms expiring 1/5/27 (Jensen W1, Bond W2, Pacheco W3, Haskins W3), matching the elections page ('Ward 1 1 seat, Ward 2 1 seat, Ward 3 2 seats').
  • Sitting members: SD-28 (Jim Anderson) and HD-56 (Elissa Campbell) from the Wyoming Legislature member JSON (robots 404); photos linked. Senators, Representative Hageman and Governor Gordon carried from the us-cheyenne record.
  • Districts: Census geocoder (robots 404) at City Hall: WY at-large, SD-28, HD-56. A 6x6 grid over 42.80-42.90 N, 106.45-106.23 W gave 11 points inside Casper city across Senate 2, 27, 28, 29, 30 and House 36, 37, 38, 56, 58, 59, 62 — only City Hall's districts are recorded. Coarse sample.
  • Blocked: www.natronacounty-wy.gov (Cloudflare 403 on robots.txt). No home addresses, phones or personal emails recorded. standsFor null for everyone.
