Notes on this record

How the lists were read, and what could not be.

  • Municipal: www.townofcary.org 301-redirects to www.carync.gov, which returns an Akamai 'Access Denied' 403 even for robots.txt; not bypassed, no other User-Agent tried. www.wake.gov not fetched by instruction. The Mayor and six Council Members are therefore taken from NCSBE official precinct results and marked "unofficial": true: 2023-10-10 (Mayor Harold Weinbrecht, Jr.; At-Large Lori Bush; District B Michelle Craig), 2023-11-07 runoff (District D Sarika Bansal over Rachel Jordan, 2,760 to 2,700) and 2025-11-04 (At-Large Carissa Johnson; District A Brittany Richards, who unseated Jennifer Robinson; District C Bella Huang). Council shape (Mayor + 2 At-Large + Districts A-D) is read from the contests on those results. Any vacancy or appointment since an election would not show here.
  • Town of Cary election: the NCSBE 2026 all-contest general list has no 'TOWN OF CARY' contest (0 matches). Cary elects in odd years on a four-year staggered cycle (Mayor, one At-Large, B and D in 2023; the other At-Large, A and C in 2025). Next municipal election: November 2027 (Mayor, At-Large, Districts B and D), inferred from that stagger; the exact date was not read on an official page (Town site blocked). Cary held October elections with a November runoff in 2023 and a November election in 2025.
  • Congressional districts covering the town: an 18x18 grid over 35.67-35.88 N, 78.72-78.99 W was sent to the Census geocoder coordinates endpoint (324 points, 0 errors); 90 points fell inside 'Cary town': NC-2 (45), NC-4 (42), NC-9 (2, the Chatham County edge), NC-13 (1). A coarse grid (about 1.3 km spacing) can miss slivers. All four sitting members (house.gov directory, retrieved 2026-10-22; cross-checked with legislators-current.json) are on the 2026 general list for their seats.
  • State legislative districts by the same grid (2026 layers): Senate 17 (45), 16 (32), 13 (11), 20 (2); House 11 (31), 41 (28), 21 (16), 36 (10), 49 (3), 54 (2). Four senate and six house districts cover the town; only town hall's (SD-16, HD-11) are recorded as people, per the brief.
  • State officeholders: ncleg.gov not fetched (known Cloudflare block). Governor Josh Stein from governor.nc.gov (robots allows). SD-16 Gale Adcock (D; unopposed in 2024) and HD-11 Allison A. Dahle (D) from the NCSBE official 2024 general-election precinct results, marked "unofficial": true; both are on the 2026 list for their seats.
  • Candidates: NC State Board of Elections '2026 General Candidate List by Contest - Federal and State Only' and the all-contest version (PDFs, report time Oct 13, 2026 12:25 pm; header Election 11/03/2026). 'Name on Ballot' used as name; legal name in ballotName; party code in ballotParty. Addresses on the list (many of them Cary home addresses) were NOT copied. Write-ins and primary losers excluded. No contest in this record is unopposed.
  • U.S. Senate 2026 (open seat): Michael Whatley (REP), Roy Cooper (DEM), Shannon W. Bray (LIB), Michael Dublin (GRE). House: NC-2 Deborah K. Ross (D, inc.) vs Eugene F. Douglass (R), Matthew Laszacs (L); NC-4 Valerie P. Foushee (D, inc.) vs Mahesh (Max) Ganorkar (R), Guy Meilleur (L); NC-9 Richard Hudson (R, inc.) vs Richard N. Ojeda II (D); NC-13 Brad Knott (R, inc.) vs Paul Barringer (D), Steven Swinton (L). SD-16 Gale Adcock (D, inc.) vs Philip Hensley (R), Jonathan D. Miller (L). HD-11 Allison A. Dahle (D, inc.) vs Matthew Kordon (L).
  • Robots/terms: ncsbe.gov, house.gov and governor.nc.gov robots.txt allow (standard Drupal, no AI-agent lines); s3.amazonaws.com robots.txt returns AccessDenied (no file) and the dl.ncsbe.gov objects are NCSBE's public downloads; geocoding.geo.census.gov has no robots.txt (404); unitedstates.github.io has no robots.txt (404), data CC0. house.gov Terms of Use read before the member page: government-produced materials are not copyright protected. tigerweb.geo.census.gov returned an F5 'Request Rejected' page for robots.txt, so it was not used (the grid used the geocoder instead). The governor.nc.gov home page was opened before its linked nc.gov terms; those terms were not opened. Blocked, not bypassed: carync.gov (Akamai 403). Not fetched: www.wake.gov (instruction), ncleg.gov (known Cloudflare), senate.gov (known Akamai; senators from legislators-current.json).
