Notes on this record

How the lists were read, and what could not be.

  • BLOCKED / robots: sos.vermont.gov robots.txt has "User-agent: ClaudeBot / anthropic-ai — Disallow: /". By a scripting error ONE page (sos.vermont.gov/elections/election-info-resources/candidates) was requested in the same command as its robots.txt, before the rules were read; it was then deleted unread for content and NOT used as a source, and no further sos.vermont.gov request was made. outside.vermont.gov (where the SOS candidate .xlsx sits) answered robots.txt with an F5 "Request Rejected" 403 — not fetched. governor.vermont.gov and ltgov.vermont.gov robots.txt disallow ClaudeBot/anthropic-ai — not fetched. electionresults.vermont.gov is a JavaScript app (robots returns the app shell) — not used.
  • Candidates therefore come from the City of Burlington Clerk/Treasurer's official sample ballot for Chittenden-16 (city hall's House district), November 3, 2026, read by word position from the PDF. Party labels as printed (fusion labels such as DEM/PROG kept in ballotParty; partyShort is the first-named party). Vermont ballots print the candidate's town (kept as ballotTown) and do not mark incumbents. Write-in lines skipped. County offices, other statewide offices and Justices of the Peace are on the ballot but not recorded as people.
  • Because the Governor's and Lieutenant Governor's own sites are robots-blocked, Phil Scott and John S. Rodgers are recorded as candidates only; their sitting status is not asserted from an official page.
  • State legislators: legislature.vermont.gov people/loadAll/2026/House and /Senate (robots: Crawl-delay 30, honoured; no AI-agent group). That feed carries home addresses, home phones and some personal emails — NONE copied; no emails recorded for legislators. Chittenden-16: Jill Krowinski (Democrat) and Kate Logan (Progressive/Democrat), neither on the 2026 Chittenden-16 ballot (Trang Do, Christopher Haessly, Jeffrey Peterson). Chittenden-Central: Philip Baruth (not on the ballot), Martine Larocque Gulick and Tanya Vyhovsky (both on the ballot). Burlington spans House districts Chittenden-13, -14, -15, -16, -17 and -18 (one sample ballot each on the City page); only city hall's Chittenden-16 recorded.
  • Federal: Balint from house.gov/representatives; Sanders (Independent) and Welch (Democratic) from the CC0 @unitedstates legislators-current.json (senate.gov not requested).
  • Municipal: the City Council page (burlingtonvt.gov/413/City-Council) prints no roster in its HTML. Councilors therefore come from the City Clerk/Treasurer's official Declarations of Elected Candidates: March 3, 2026 (eight ward councilors) and March 4, 2025 (four district councilors: Central, East, North, South). Read from the scanned PDFs. Later vacancies or resignations would not show; re-check against the council page. Council President not recorded (no official page read names one). Party not printed on the declarations — party null. Mayor Emma Mulvaney-Stanak from the City's mayor page. Next City election: Annual City Election on Town Meeting Day, first Tuesday of March 2027 (March 2, 2027) — computed from the pattern of March 4, 2025 and March 3, 2026, not read on an official page; which seats are up then was not read.
  • burlingtonvt.gov: CivicPlus robots names ClaudeBot in an AI-crawler group with path rules only; a 10-second gap was kept between requests. Census geocoder (robots 404) at city hall (44.4764, -73.2131): Congressional District (at Large), Chittenden Central Senatorial District, Chittenden-16 State House District. No home addresses, phones or personal emails recorded; standsFor null for everyone.
