Notes on this record

How the lists were read, and what could not be.

  • MUNICIPAL OFFICEHOLDERS NOT RECORDED. www.birminghamal.gov robots.txt (read 2026-10-22) has 'User-agent: ClaudeBot / anthropic-ai / Claude-Web Disallow: /' (and Disallow *.pdf and /sites/ for all agents), so no City page was used. The City Council's own domain (www.birminghamalcitycouncil.org) answers its robots.txt request with a redirect to www.birminghamal.gov/government/city-council, i.e. the disallowed host; that redirected page was discarded unread and nothing from it is used. No other City-operated or back-end host (e.g. the sitemap's birminghamal.gov.ifsight.net) was tried. Jefferson County (www.jccal.org) is a Cloudflare 'Sorry, you have been blocked' page even for robots.txt. No other official roster of the Mayor and nine district councillors was found, and news/Wikipedia may not be the only source, so the Mayor and Council are left out. Ask Jim whether the City's own pages may be used despite its AI-agent disallow.
  • Birmingham's municipal offices (Mayor, nine district Council seats; elections non-partisan, four-year terms) are not on the November 3, 2026 ballot: the last municipal election was August 26, 2025 with runoffs October 7, 2025 (date from news/Wikipedia search snippets, not an official page). Next municipal election: August 2029 on the four-year cycle (exact date not confirmed from an official source). The Birmingham Board of Education is a school body and is skipped per the brief.
  • Districts: TIGER/Line 2026 (www2.census.gov) Birmingham city polygon (GEOID 0107000, 387.1 km2) intersected with the Alabama cd120, sldu and sldl layers (area in EPSG:5070). Congress: AL-7 269.9 km2, AL-6 117.2 km2 (AL-4 touches only along the boundary); the 2025 cd119 layer gives AL-7 314.1 / AL-6 73.0, so both sitting members represent part of the city. Alabama Senate districts covering the city (7): 20 (150.2 km2), 18 (138.5), 15 (53.2), 19 (30.0), 5 (13.7), 16 (1.3), 17 (0.2). House districts (14): 59, 54, 60, 58, 55, 56, 48, 52, 45, 57, 16, 44, 43, 46. The Census geocoder at City Hall (-86.8097, 33.5186) returns Birmingham city / Jefferson County / CD-7 (120th) / SD-18 / HD-54. Only City Hall's SD-18 and HD-54 are recorded as people, per the brief.
  • Sitting U.S. Representatives from https://www.house.gov/representatives (Alabama table), retrieved 2026-10-22; senators and full names from the CC0 @unitedstates legislators-current.json (bioguide T000278, B001319, S001185, P000609). House photos linked from clerk.house.gov (HTTP 200 on HEAD; clerk.house.gov has no robots.txt). senate.gov not used.
  • State officeholders: the Alabama Legislature site loads its rosters by script (noted in BRIEF-SOURCES 2026-10-22), so SD-18 Rodger M. Smitherman and HD-54 Neil Rafferty come from the State Canvassing Board's certified Final Canvass of the November 8, 2022 general election (both elected without an opponent) and are marked "unofficial": true; both are again on the 2026 ballot. Governor Kay Ivey from governor.alabama.gov (robots allows all).
  • Candidates: Alabama Secretary of State 2026 election information page. (1) Jefferson County general election sample ballot, posted by the SOS (Jefferson-Sample.pdf, one page, file modified 2026-09-14; the PDF text layer is scrambled, so it was rendered and read by eye) - lists every federal, state, legislative and county race in the county. (2) State Certifications of Republican, Democratic and Independent candidates for the November 3, 2026 general election, each signed by Secretary of State Wes Allen on 2026-08-26 (scanned images, read page by page). The ballot and the certifications agree for every race captured. The independent certification lists only SD-10, SD-21, HD-7 (2), HD-35 and HD-65, none covering Birmingham; no minor party is on the Jefferson ballot. Write-ins skipped; primary losers excluded.
  • Races captured: U.S. Senate - Barry Moore (R), Everett Wess (D); Governor - Tommy Tuberville (R; sitting U.S. Senator), Doug Jones (D); AL-7 - Terri Sewell (D, inc.), Ammie Akin (R); AL-6 - Gary Palmer (R, inc.), Maurice Mercer (D); SD-18 - Rodger M. Smitherman (D, inc., unopposed); HD-54 - Neil Rafferty (D, inc., unopposed). counts.unopposed = 2 (SD-18, HD-54: one name plus a write-in line).
  • counts: elected = people currently in office (incl. incumbent-running); running = people on a 2026 certified list (incl. incumbent-running).
  • Robots/terms: sos.alabama.gov (Drupal robots; /alabama-votes and /sites/default/files allowed; no terms page at /terms, /terms-of-use, /disclaimer, /privacy-policy - all 404), house.gov (Drupal robots; /representatives allowed; no reuse terms read), governor.alabama.gov (Yoast, Disallow empty), www2.census.gov (rules only for named bots), geocoding.geo.census.gov and clerk.house.gov (no robots.txt, 404), unitedstates.github.io (no robots.txt; CC0). Blocked / not used: www.birminghamal.gov (robots disallows ClaudeBot, anthropic-ai, Claude-Web), www.birminghamalcitycouncil.org (redirects to the same host), www.jccal.org (Cloudflare block). alalm.org (Alabama League of Municipalities, a private association) was not used as a roster.
  • No home addresses, phones or personal emails recorded; City Hall is given only as coordinates. standsFor null for everyone (no candidate statements read). Wikipedia, Ballotpedia and news were used only as search snippets to locate pages, never as a source for any person.
  • Mayor (added 2026-10-31): from the Birmingham Jefferson Civic Center Authority board page (www.bjcc.org/about/board-members/, robots: Yoast, Disallow empty; read 2026-10-31), which lists 'Randall Woodfin — Director, Mayor of Birmingham' as the Mayor's ex officio seat; the BJCCA is a public corporation created by Act 547 of the Alabama Legislature. Marked unofficial:true only because it is not the City's own roster. City Council STILL NOT RECORDED as people: www.birminghamal.gov still disallows ClaudeBot/anthropic-ai (honoured), and no other official roster was found. For the coordinator/Jim, the 2025-2029 council as reported by news (NOT official; BirminghamWatch swearing-in roster Oct 2025, NNPA/AL Reporter runoff reports 2025-10-08; council organised 2025-10-28): D1 Clinton Woods, D2 Hunter Williams, D3 Josh Vasa, D4 Brian Gunn (beat incumbent J.T. Moore in the 2025-10-07 runoff), D5 Darrell O'Quinn (unopposed), D6 Crystal Smitherman, D7 Wardine Alexander (Council President), D8 Sonja Q. Smith (runoff over April Myers Williams), D9 LaTonya Tate (President Pro Tem; runoff over John Hilliard). Add as rows once an official list can be read or Jim rules the City's pages usable.
