No Governor, state legislative, Mayor-President or Metropolitan Council seat is on the November 3 ballot. A special election for State Senate District 14 is reported (news) for December 12, 2026. Notes on this record
How the lists were read, and what could not be.
- CANDIDATE GAP: the only official Louisiana candidate list is the Secretary of State's. www.sos.la.gov has robots.txt 'Disallow: /' and voterportal.sos.la.gov disallows /CandidateInquiry/Parish/ and /Statewide/; per Jim's instruction neither host (nor any alternate data path on voterportal returning the same data) was fetched. The EBR Clerk of Court qualifies only local offices (DA, judges, school board, JP, constable) and no published qualified-candidate list for federal or state offices was found; the EBR Registrar of Voters sample ballot is served through the SOS portal. So this record holds officeholders only, and every status is 'elected'. Re-check if Jim approves another official source.
- Congressional districts: Census geocoder at City Hall coordinates (30.44880, -91.18760). ACS2025 vintage (119th Congressional Districts, the current map) gives LA-6; Current vintage (120th Congressional Districts) gives LA-2. A 0.02-degree grid over the city (53 points inside the Census 'Baton Rouge city' place) gave 119th: LA-6 44, LA-5 9; 120th: LA-6 36, LA-2 17. The 120th layer appears to be a new map for the 2026 election (the New Orleans record notes House races re-qualified in August 2026); the reason could not be read from an official Louisiana source. Sitting members are from the Clerk's MemberData.xml (October 1, 2026): LA-5 Julia Letlow, LA-6 Cleo Fields. LA-2 (Troy A. Carter) does not cover the city on the current map, so he is not listed.
- State legislature: City Hall is in SD-14 and HD-67 (Census geocoder, 2026 legislative layers). The coarse grid found at least 4 Senate districts (14, 15, 16, 6) and at least 10 House districts (29, 61, 63, 65, 66, 67, 68, 69, 70, 101) inside the city; a coarse grid undercounts small districts. The SD-14 member page (senate.la.gov/smembers?ID=14) reads 'State Senator Vacant - District 14'. News (Louisiana Illuminator) reports Sen. Larry Selders died July 7, 2026 and a special election is called for December 12, 2026 (runoff January 9, 2027) with qualifying October 14-16; not verified from an official list, so no candidates are recorded.
- Municipal: Mayor-President Sid Edwards (brla.gov/588) and all 12 Metropolitan Council members from their district pages on brla.gov, read 2026-10-22. The Metropolitan Council page says the council has 'twelve members elected from single-member districts', elected for four-year terms, and that the districts overlap the city limits and parish ward lines; it still says 'The next Metropolitan Council member election will be in the fall of 2024' (stale). Members took office in January 2025 after the fall 2024 election, so the next regular Mayor-President and council election would be fall 2028; that year is inferred from the four-year term, not read from an official list. No City-Parish office is on the November 3, 2026 ballot. Not included: Baton Rouge City Court judges and City Constable (city-wide but judicial/state-created), parish officers, the District Attorney (19th JDC is parish-wide, not city-coterminous) and the school board. The City of St. George and other municipalities in the parish also fall under the Metropolitan Council.
- Party: city and Metro Council pages print no party, so party is null for them; the Governor's page prints none either. Federal parties from the Clerk's MemberData.xml / Congressional Directory; HD-67 party from the House member page.
- Emails: only official @brla.gov and @legis.la.gov addresses printed on the pages are recorded (council-distN@brla.gov where offered, otherwise the member's own @brla.gov address). Staff addresses were not recorded. No home addresses or phones are recorded; office mailing addresses printed on the pages were also left out. standsFor is null for everyone (no campaign statements read). Wikipedia, Ballotpedia and news were not used as a source for anyone's status.
- Robots/terms: www.brla.gov (generic rules allow the pages read; Crawl-delay 10 honoured; ClaudeBot block lists only the same admin/search paths), senate.la.gov and house.louisiana.gov ('Allow: /', Disallow /private/), gov.louisiana.gov (Disallow /admin), clerk.house.gov (no robots.txt, 404), govinfo.gov (content paths allowed), geocoding.geo.census.gov (no robots.txt, 404). Blocked: www.senate.gov (HTTP 403 Akamai, even on robots.txt). Not fetched: www.sos.la.gov (Disallow: /), voterportal.sos.la.gov (per instruction). brla.gov's 'Copyright Notices' page has no terms text; no page read states reuse terms. Photos are linked, not copied.
