Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor from baltimorecity.gov/mayor; Council President and the 14 district Council Members from https://www.baltimorecity.gov/city-council/members-and-committees/city-council-members (page updated 10/13/2026) and each member's baltimorecity.gov bio page for the official @baltimorecity.gov email (McCray D2 and Conway D4 print none); Comptroller from baltimorecity.gov/comptroller; all retrieved 2026-10-22. Baltimore has no at-large council seats; the Council President is elected city-wide. Baltimore municipal elections are partisan: party taken from the Maryland SBE official 2024 Presidential General Election results for Baltimore City (https://elections.maryland.gov/elections/archive/2024/General_Results/gen_results_2024_by_county_3.html) — every sitting council member, the Mayor, Council President and Comptroller won as Democrats.
  • Also recorded as municipal: the State's Attorney for Baltimore City (Ivan J. Bates), elected city-wide and on the 2026 ballot. Other city-wide county-equivalent offices on the 2026 ballot are NOT recorded as people: Sheriff (Sabrina Tapp-Harper, D), Clerk of the Circuit Court (Xavier A. Conaway, D), Register of Wills (Belinda K. Conaway, D; Andy Zipay, R), Judges of the Orphans' Court (3 D), Board of Education at-large (4 non-partisan; school level skipped), plus Circuit Court judges.
  • Next Baltimore City municipal election: Mayor, Comptroller, Council President and all 14 council districts are elected together in presidential years — last 2024-11-05 (SBE results above), next general November 7, 2028 (primary in 2028). No City of Baltimore office is on the 2026-11-03 ballot.
  • Districts: Census geocoder (Public_AR_Current / Current_Current) matched city hall, 100 N Holliday St, 21202 (39.29055,-76.61035) to Congressional District 7 (120th Congress), State Senate District 46 and State Legislative District 46 (2026 layers). Census TIGERweb Baltimore city polygon (county 24510) sampled on a 150x150 grid (17,644 points inside, includes harbor water) against TIGERweb tigerWMS_Current layers 54/56/58 simplified at 0.0003 deg: MD-7 16,484, MD-2 1,157, MD-3 3 — the 3 MD-3 points were re-checked with the Census geocoder (unsimplified) and all fell in MD-7, so Baltimore is covered by MD-7 (Mfume) and MD-2 (Olszewski) only. The city touches 5 legislative districts (40, 41, 43 [43A in the House], 45, 46; one- or two-point border hits on 31 and 44A treated as artifacts); District 46 is a single 3-member House district, so its three delegates are recorded.
  • Federal: U.S. Representatives from https://www.house.gov/representatives (Maryland table, retrieved 2026-10-22; no photos listed; clerk.house.gov member pages carry no member photo, so none linked). U.S. Senators from the CC0 @unitedstates legislators-current.json — senate.gov returned HTTP 403 to robots.txt and pages. No Maryland U.S. Senate seat is on the 2026 ballot (Van Hollen class 3 to 2029, Alsobrooks class 1 to 2031).
  • State: Governor and Lt. Governor from governor.maryland.gov leadership pages; their photos are served from short-lived signed S3 URLs and are not linked. Senator and Delegates from the Maryland General Assembly member index and detail pages (mgaleg.maryland.gov, robots.txt 404 = no rules); official @senate.maryland.gov / @house.maryland.gov emails as printed; photos linked from /2026RS/images/.
  • Candidates: the official Maryland State Board of Elections 2026 Gubernatorial General Election candidate lists — State list (https://elections.maryland.gov/elections/2026/General_candidates/2026_GG_statewide_candidatelist.html, CSV 2026_GG_statewide_candidatelist.csv) and Local list (https://elections.maryland.gov/elections/2026/General_candidates/2026_GG_all_counties_candidatelist.html, CSV 2026_GG_all_counties_candidatelist.csv), both 'Last updated: 10/16/2026 06:00:PM', retrieved 2026-10-22. Only 'Active' candidates with Regular/Federal/Party Designated/Central Committee filings are recorded; write-in filings (e.g. on MD-1 and MD-3) and primary losers are excluded. The lists print campaign mailing addresses, phones and some personal-provider emails — none of those copied; campaign-domain or campaign-named emails kept.
  • 2026 ballot as captured: Governor/Lt. Governor — Moore/Miller (D, incumbents), Cox/Krop (R), Ellis/Silverman Andrews (Green), White/Permut (Working Class Party). MD-2 — Olszewski (D, incumbent) vs Dave Wallace (R). MD-7 — Mfume (D, incumbent) vs Scott M. Collier (R). Senate District 46 — Ferguson (D, incumbent, Senate President) vs Emmanuel Digman (R). House District 46 (3 seats) — Clippinger, Edelson, Lewis (D, incumbents) and Jeremy L. Amason (R). State's Attorney — Bates (D, incumbent) alone on the list: counts.unopposed = 1. Statewide Comptroller (Lierman D vs Dunn R) and Attorney General (Brown D vs Rutledge R) are also on the ballot but not recorded as people. No open seats among the offices captured.
