Notes on this record

How the lists were read, and what could not be.

  • City website blocked: www.anaheim.net and www.anaheim.gov both answered robots.txt with a Cloudflare 'Sorry, you have been blocked' page to the ResearchUpon-politics/1.0 User-Agent. Not retried with another User-Agent or tool, so no city council page, city photo or city email was read. Webapi.legistar.com has no Anaheim client.
  • Municipal roster: Mayor plus 6 Council Members by district (Anaheim has no other city-wide elected office in these sources). Mayor and Districts 2, 3 and 6 come from the Orange County Registrar's General Election 11/3/2026 Contest/Candidate Proof List (Qualified Candidates, printed 2026-08-28), which names the incumbent of every contest: Ashleigh Aitken (Mayor), Carlos A. Leon (D2), Natalie Rubalcava (D3) and Natalie Meeks (D6). All four are on the ballot. Leon and Meeks are the only qualified candidates in their districts. Districts 1, 4 and 5 come from the Registrar's final 2024 cumulative results run (Run 29, 2024-12-02, whose header still reads 'Unofficial Results'): Ryan Balius, Norma Campos Kurtz and Kristen M. Maahs. Seats are four-year and staggered, so these three are next elected in 2028. No vacancy since 2024 could be checked, because the city site is blocked.
  • City offices are non-partisan, so party is null and partyShort is 'None'. Ballot designations are recorded as printed. City elections are plurality contests held in November of even years, with no primary. The next municipal election after 2026 is November 2028 (Districts 1, 4 and 5), inferred from the four-year staggered terms and not confirmed on a city page.
  • standsFor for all 7 city candidates is quoted from their Candidate Statements, which the OC Registrar publishes on its 'Candidate Filing Log with Statements' page (PDFs under ocvote.gov/fileadmin/user_upload/elections/GEN2026/cs/). Rubalcava's statement prints a phone number; it was not copied. Campaign websites are the ones printed in the statements.
  • Congressional and legislative districts covering the city: the Census TIGERweb polygon for Anaheim city (place 0602000) was sampled on a 120x120 grid (5,960 points inside the city, about 0.26 km spacing) against the 119th Congress districts (tigerWMS_ACS2025) and the 2026 map after Proposition 50 (tigerWMS_Current). 119th: CA-46 (3,278 points) and CA-40 (2,682). 2026: CA-46 (3,450), CA-40 (1,505) and CA-38 (1,005). State Senate: SD-34 and SD-37. Assembly: AD-59, AD-67 and AD-68 (same on both vintages). Slivers narrower than the grid spacing could be missed. City Hall (Census geocoder match at 33.834377,-117.913377) is in CA-46, SD-34 and AD-68. Only City Hall's legislators are listed, per the brief.
  • Federal: the sitting Representatives Young Kim (CA-40) and J. Luis Correa (CA-46, ballot name 'Lou Correa') come from house.gov/representatives (retrieved 2026-10-22), cross-checked with the CC0 @unitedstates legislators-current.json. Photos are linked from clerk.house.gov. The 2026 CA-40 race is Republican vs Republican: Kim vs Ken Calvert, the sitting CA-41 Representative. Calvert's current district does not cover Anaheim, so he is listed as incumbent-running with seat CA-41 and runningSeat CA-40. CA-38 is open: Hilda Solis vs Pedro Antonio Casas. Linda T. Sánchez is not listed because her current district does not cover the city. The OC proof list shows 'No Incumbent' for the new CA-38, 40 and 46. U.S. Senators Padilla (term to 2029) and Schiff (term to 2031) come from the CC0 dataset, and no Senate contest is on the 2026 list.
  • Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', certified 2026-08-27 and retrieved 2026-10-22, cross-checked line by line against the OC Registrar proof list. Governor: Gavin Newsom, from the Governor's Proclamation (SOS PDF); the seat is open (Becerra vs Hilton). SD-34: Thomas J. Umberg (senate.ca.gov/senators; the OC proof list also names him as incumbent) is not on the list; the race is Avelino Valencia vs Rhonda Shader. AD-68: Avelino Valencia (assembly.ca.gov/assemblymembers) is running for SD-34, so the seat is open: Jessie Lopez vs David Penaloza, both Democratic.
  • Robots/terms: house.gov, senate.ca.gov, assembly.ca.gov and ocvote.gov robots.txt allow these paths. elections.cdn.sos.ca.gov answers /robots.txt with 403 AccessDenied, though the PDFs are public. geocoding.geo.census.gov, clerk.house.gov, webapi.assembly.ca.gov and unitedstates.github.io serve no robots.txt (404). tigerweb.geo.census.gov answers robots.txt with a WAF 'Request Rejected' page but serves the public query API. The webapi.assembly.ca.gov photo URL got one HEAD request a moment before its (absent) robots.txt was checked. No terms accepted, no logins, nothing requested. No home addresses, phones or personal emails recorded, and the Registrar's elected-officials list (which prints office addresses) was used only to confirm names. Write-in candidates and primary losers are excluded.
