Notes on this record

How the lists were read, and what could not be.

  • Puerto Rico differences: there is no U.S. House district and there are no U.S. Senators for Puerto Rico. The federal level is the Resident Commissioner, a non-voting member of the U.S. House elected island-wide for a 4-year term. The 'provincial' (state) level holds the Governor, the two senators of Senatorial District IV, the representative of District 19 and the island-wide (Acumulación) senators and representatives, who represent every municipality including Mayagüez.
  • No one is 'running': Puerto Rico has no 2026-11-03 election. Its general elections are every 4 years (last 2024-11-05, next 2028-11-07). The CEE home page (ceepur.org, read 2026-10-22) links only a 'Divulgación de Resultados Elección Especial Cataño 2026' (a different municipality) and an earlier Gurabo 2025 special. Nothing is shown for Mayagüez. The SIEN system (intention to run / endorsements) is a login portal and was not opened.
  • Main official source: the CEE 'Informe Estadístico Elecciones Generales 2024' (282-page PDF, publication date 3 Sept 2026, certified by the CEE Secretary), on ww2.ceepur.org /Home/Estadisticas. Its pages are images with no text layer, so they were rendered and read visually. PDF page = printed page. Governor and Resident Commissioner are on p.22, at-large representatives on pp.26-28, at-large senators on pp.29-31, district representatives on p.33, Senate District IV on p.36, and the Mayagüez mayor and 16 municipal legislators on p.51. Vote totals are quoted in seatNote. Names on the CEE pages are ballot names (with nicknames). For legislators, 'name' is the form the current Senate/Cámara member list prints, and the CEE form is kept in nameOnBallot.
  • Current legislature lists read 2026-10-22: senado.pr.gov/senadores (Vigésima Asamblea Legislativa, 27 senators shown with party) and camara.pr.gov/representante/ (name, district and official email; no party is printed, so party comes from the CEE list). The Senate now lists Joanne M. Rodríguez Veve (elected for Proyecto Dignidad) and Eliezer Molina Pérez (elected by Nominación Directa) as 'Independiente'. Their party field follows the Senate, and the 2024 ballot line is in seatNote. Gabriel Rodríguez Aguiló has no email on the Cámara list.
  • Districts: the U.S. Census geocoder at Casa Alcaldía (18.2014, -67.1396) returns 2026 State Senate District 4, State House District 19 and 'Resident Commissioner District (at Large)'. Five more points around the downtown core all return House District 19. The Cámara list names District 19 as 'Mayagüez y San Germán' and no other district names Mayagüez (District 20 is Cabo Rojo, Hormigueros, San Germán), so Mayagüez is effectively in HD-19. The whole municipality is in Senatorial District IV (Mayagüez-Aguadilla).
  • Municipal: the Legislatura Municipal de Mayagüez has 16 members elected municipality-wide (13 PPD, 2 PNP, 1 PIP). The list is the CEE 2024 certified list. No official Municipio de Mayagüez website could be found: mayaguez.pr.gov and mayaguez.gov.pr do not resolve, and mayaguezpr.com is a parked domain. So seats filled by substitution since January 2025 could not be checked; treat the municipal list as the as-elected roster.
  • Blocked: elecciones2024.ceepur.org (the CEE interactive results site) answers 'BBWAF', HTTP 999, even to robots.txt with the ResearchUpon UA. It was not retried with another UA or tool. The ww2.ceepur.org report was used instead. ceepur.org and ww2.ceepur.org have no robots.txt (404). senado.pr.gov disallows only /cgi-bin/ and /cms/. camara.pr.gov disallows /wp-admin/. house.gov disallows admin/search paths only. None of the pages used fall in a disallowed path.
  • Terms: no reuse terms found on the CEE report or the Senate site. The Cámara footer reads 'Cámara de Representantes © 2025. Todos los derechos'. La Fortaleza shows only a privacy policy. Senate photos are linked, never copied. No Cámara, CEE or house.gov photos are linked. standsFor is null for everyone: there is no campaign and no candidate statements. No phone numbers or street addresses were copied (the Senate and Cámara pages print office phones).
