Culebra: who represents it, and who is running
Puerto Rico general election (Gobernador, Comisionado Residente, Asamblea Legislativa, alcaldes and legislaturas municipales) votes on 2028-11-07. It elects nothing in 2026: Puerto Rico holds no election on 2026-11-03. The U.S. midterm does not apply — Puerto Rico has no U.S. Senators and elects its Resident Commissioner to a 4-year term with the Governor, the Asamblea Legislativa, the alcalde and the Legislatura Municipal of Culebra, all next on 2028-11-07..
Federal riding: Puerto Rico's Resident Commissioner District (at large) — Puerto Rico has no U.S. House districts and no U.S. Senators — Pablo José Hernández Rivera (PPD)

Notes on this record
How the lists were read, and what could not be.
- No election in Puerto Rico on 2026-11-03. Puerto Rico holds its general election every four years (last 2024-11-05; next 2028-11-07), when it elects the Governor, the Resident Commissioner, the whole Asamblea Legislativa, every alcalde and every legislatura municipal. The only 2026 CEE election on record in this project is the 'Elección Especial Cataño 2026' (ceepur.org home page, re-read 2026-10-31) — another municipality; no official source seen shows any 2026 special election covering Culebra. Nobody is marked running.
- Federal: Puerto Rico has no U.S. Senators and no U.S. House districts. Its one federal elected official is the Resident Commissioner, a non-voting Member of the U.S. House elected island-wide for four years. The Census geocoder layer '120th Congressional Districts' returns 'Resident Commissioner District (at Large)' at the Casa Alcaldía of Culebra. house.gov/representatives (read 2026-10-31) still lists 'Hernandez, Pablo', Puerto Rico Resident Commissioner; fortaleza.pr.gov (read 2026-10-31) still names Jenniffer A. González Colón as Gobernadora.
- Elected officials: the CEE 'Informe Estadístico Elecciones Generales 2024' (ww2.ceepur.org, 282-page PDF, publication date 3 September 2026) — p.22 (Gobernador, Comisionado Residente), pp.26-31 (at-large Representantes and Senadores), pp.32-35 (Representantes por Distrito), pp.36-37 (Senadores por Distrito) and pp.39-58 (alcaldes and legisladores municipales, four municipalities per page, alphabetical). The pages are images; names were read visually from rendered pages and are spelled as printed. PDF page = printed page. The 13 at-large Representantes and 12 at-large Senadores (por acumulación) represent all of Puerto Rico and are carried over from the Ponce record (same CEE pages), each re-checked by name on the chambers' own rosters on 2026-10-31: senado.pr.gov/senadores (28 senators, Vigésima Asamblea Legislativa) and camara.pr.gov/representante/. The Senate prints Joanne M. Rodríguez Veve (elected 2024 for Proyecto Dignidad) and Eliezer Molina Pérez (nominación directa) as 'Independiente'; party is recorded as the Senate prints it.
- Districts: the Census geocoder at the Casa Alcaldía de Culebra (Culebra barrio-pueblo, Dewey, approx. 18.3030, -65.3015) returns 2026 State Senate District 8 (Carolina VIII) and State House District 36. The Cámara labels District 36 'Culebra, Vieques, Río Grande, Fajardo, Ceiba y Luquillo', so all of Culebra is in HD-36; all of it is also in Senate District VIII, which elects two district senators (both listed).
- Municipal: the CEE Informe Estadístico p.45 (Culebra panel) shows Alcalde Edilberto Romero Llovet (PNP, 765 votes) and 5 Legisladores Municipales elected in 2024: Carlos T. Carrión Colón, Luis Javier Rivera Ayala, Alexander Hernández Ortiz, Noemí González González (all PNP) and Rubén Vargas Padín (PPD, 270 votes). The Secretaria of the Legislatura Municipal's certifications of Resolución Número 6, Serie 2024-2025 (budget FY2025-26, approved 2025-06-17, certified 2025-06-18) filed with the Oficina de Gerencia y Presupuesto at docs.pr.gov list only the four PNP legislators (Presidenta Noemí González González, Vicepresidente Carlos T. Carrión Colón, Portavoz de la Mayoría Luis J. Rivera Ayala, Alexander Hernández Ortiz) and a blank 'Portavoz Minoría' line, and state: 'El candidato a legislador por el partido minoritario aún no se ha incorporado ni juramentado a su puesto y entendemos no ha sido certificado por la Comisión Estatal de Elecciones.' Rubén Vargas Padín is therefore NOT listed as sitting; whether he (or a PPD substitute) has since been sworn in could not be confirmed from an official source. Elected municipality-wide; seat = 'At-large'. The certification letterhead prints office phone/fax numbers and a P.O. box; none were copied.
- robots.txt was read first on every host: senado.pr.gov disallows only /cgi-bin/ and /cms/; www.camara.pr.gov only /wp-admin/ and one plugin JSON; www.house.gov admin/search paths only; www.fortaleza.pr.gov lists a sitemap only; ceepur.org, ww2.ceepur.org, docs.pr.gov and geocoding.geo.census.gov return 404 (no rules). elecciones2024.ceepur.org was not used (it answered robots.txt with a 'BBWAF' HTTP 999 block during the Ponce and Mayagüez work). One User-Agent, 'ResearchUpon-politics/1.0 (civic research; +https://researchupon.com)', for every request. No terms of use were found on ceepur.org or senado.pr.gov; the Cámara footer reads 'Cámara de Representantes © 2025. Todos los derechos'.
- Public role only: the Cámara roster and Senate pages print office phone numbers, and some municipal documents print office addresses; none were copied. Emails are official @camara.pr.gov / @senado.pr.gov addresses only. Photos are linked from the legislatures' own pages, never copied; no reuse terms are stated. No standsFor: nobody is campaigning in 2026.
- Next elections: Puerto Rico general election 2028-11-07 (all offices above, including the alcalde and Legislatura Municipal of Culebra).
