Notes on this record

How the lists were read, and what could not be.

  • Kahului is an unincorporated census-designated place in the County of Maui; Hawaii has no city governments outside the counties. Per instructions, the County of Maui Mayor and all nine County Council seats are treated as 'municipal', and district lookups use the county seat building (Kalana O Maui, Wailuku; Census geocoder at 20.8853, -156.5046), which is in Senate District 5 and House District 10. The Kahului CDP centre (20.8893, -156.4729) is also in Senate District 5 but in House District 9 (Justin H. Woodson, D, 'Elected After Primary' in 2026) — he is not listed because the brief takes only the district containing the seat of government. Maui County's House districts were not counted from GIS.
  • Official lists: (1) State of Hawaii Office of Elections 'Elected Officials' page (elections.hawaii.gov/resources/elected-officials/), read 2026-10-22; it lists, for the County of Maui, only the Mayor and nine Councilmembers as elected offices (the County's Prosecuting Attorney does not appear as an elected office, so none is listed). (2) The Office of Elections 2026 Candidate Report on olvr.hawaii.gov (page says 'Last updated September 4, 2026'), read through the page's own public 'Export to CSV' button: 415 filings. Status 'running' = 'In General' only; 'In Primary' (lost the primary) and 'Issued' (papers taken, not filed) are excluded. The CSV carries mailing addresses and phone numbers; none were copied and the raw file was deleted after slimming.
  • standsFor: quoted from the candidates' own statements in the Office of Elections 2026 General Election Voter Guide (English PDF, 96 pages, modified 2026-10-13), which says the statements were supplied by the candidates and not checked for accuracy. In this file the PDF page index equals the printed page number. Bumanglag and Yokouchi submitted no statement; Hashimoto and the two non-running incumbents (Lee, Sugimura's Council seat) have none.
  • Municipal: the County of Maui elects a Mayor (4-year term, next after 2026 in 2030) and nine Councilmembers (2-year terms, maximum five consecutive terms; nonpartisan, ballot label 'NONPARTISAN SPECIAL'). Every Council seat is elected countywide but tied to a residency area (East Maui, West Maui, Wailuku-Waihee-Waikapu, Kahului, South Maui, Makawao-Haiku-Paia, Upcountry, Lanai, Molokai). 2026: Mayor Bissen v Councilmember Sugimura; the Wailuku-Waihee-Waikapu seat is open (Alice Lee did not file) and the Upcountry seat is open (Sugimura is running for Mayor). Kahului Councilmember Kauanoe Batangan was appointed 2025-12-16 after the death of Tasha Kama. Next municipal election after 2026-11-03: all nine Council seats in 2028 (primary August, general November 2028; dates not yet proclaimed); Mayor in 2030.
  • counts.unopposed = 3: Troy N. Hashimoto (SD5, 'Elected After Primary', no November contest; counted under 'elected'), and Gabe Johnson (Lanai) and Keani Rawlins-Fernandez (Molokai), each the only candidate on the November ballot for their seat (counted under 'incumbentRunning').
  • Emails: only campaign or official-looking addresses from the candidate report were kept; plainly personal addresses (name-based Gmail, Yahoo, iCloud/me.com, mac.com, Outlook or ProtonMail, or a business address) were left null. No legal names beyond the ballot name were copied where they differ.
  • Blocked / not used: www.mauicounty.gov (CivicPlus) returned a Cloudflare 'Sorry, you have been blocked' page to the first request (robots.txt itself) — not retried, so no County Council or Mayor pages, photos or official emails. capitol.hawaii.gov is a known Cloudflare 403 and was not requested, so no legislature member pages or photos. The Hawaii.gov Terms of Use page is script-rendered and could not be read. Federal websites from senate.gov/house.gov naming; Tokuda photo linked from clerk.house.gov (HEAD 200). No Ballotpedia, Wikipedia or news used.
