Notes on this record

How the lists were read, and what could not be.

  • Official lists: (1) State of Hawaii Office of Elections 'Elected Officials' page (elections.hawaii.gov/resources/elected-officials/), which names the incumbent and next election year for every federal, state and county office; read 2026-10-22. Its footer says 'Last Updated on November 9, 2023', but the body carries appointments dated as late as 2026-08-09, so the body is current. (2) The Office of Elections 2026 Candidate Report on olvr.hawaii.gov (page states 'Last updated September 4, 2026'), read via the page's own public 'Export to CSV' button: 415 filings, of which 140 'In General', 37 'Elected After Primary', 135 'In Primary' (lost the primary), 99 'Issued' (papers taken, never filed). Status 'running' = 'In General' only. The CSV carries mailing addresses and phone numbers; none were copied and the raw file was deleted after slimming.
  • standsFor: quoted from the candidates' own statements in the Office of Elections 2026 General Election Voter Guide (English PDF, 96 pages, modified 2026-10-13), which says the statements 'were supplied by the candidates and have not been checked for accuracy'. PDF page anchors are page = printed page + 1. Incumbents not on the November ballot have no statement.
  • Federal: Hawaii's two senators and two representatives from the Office of Elections roster; official websites from the CC0 @unitedstates congress-legislators file (bioguide H001042, S001194, C001055, T000487). House photos linked from clerk.house.gov (HEAD 200); no senate photos linked. Honolulu (all of O'ahu) is split between HI-1 (urban Honolulu) and HI-2 (the rest of O'ahu plus the neighbour islands).
  • State: city hall (Honolulu Hale, Census geocoder at 21.3070, -157.8583) is in Senate District 13 and House District 25. By the roster's numbering O'ahu holds Senate Districts 9–25 (17) and House Districts 18–51 (34); boundaries were not GIS-checked. SD13 incumbent Karl A. Rhoads is not on the 2026 candidate report, so SD13 is open: Christian (R) v Nakamatsu (D). HD25 Kim Coco Iwamoto was 'Elected After Primary'.
  • Municipal: the City and County of Honolulu elects a Mayor, a Prosecuting Attorney and nine district Councilmembers (nonpartisan; ballot label 'NONPARTISAN SPECIAL'; four-year terms, two-term limit). 2026 cycle: Districts II, IV, VI and VIII. Weyer (II) and Okimoto (VIII) were 'Elected After Primary'; in IV the incumbent Tommy Waters is listed 'In Primary' (did not advance), leaving Gregory v Ozawa; VI is Dos Santos-Tam (incumbent) v Morihara. Next municipal election: Mayor, Prosecuting Attorney and Council Districts I, III, V, VII and IX in 2028 (primary August, general November 2028; exact dates not yet proclaimed).
  • counts.unopposed = 3: incumbents whose 2026 seat was settled at the 2026-08-08 primary ('Elected After Primary') and who therefore face no November contest — Iwamoto (HD25), Weyer (Council II), Okimoto (Council VIII). They are counted under 'elected'.
  • Emails: only campaign/official-looking addresses from the candidate report were kept; plainly personal addresses (e.g. a first.last@gmail.com, or a business address unrelated to the campaign) were left null.
  • Blocked / not used: capitol.hawaii.gov (Hawaii Legislature) returned a Cloudflare 'Sorry, you have been blocked' 403 to the first request (robots.txt itself) - not retried or bypassed, so no legislature member pages or photos. honolulucitycouncil.org (Squarespace) robots.txt disallows ClaudeBot and anthropic-ai, so it was not fetched; council roster rests on the Office of Elections list and no council photos or official emails are given. Hawaii.gov Terms of Use page (portal.ehawaii.gov/terms-of-use.html) is script-rendered; no terms text could be read. No Ballotpedia, Wikipedia or news used.
