Notes on this record

How the lists were read, and what could not be.

  • Hilo is an unincorporated census-designated place (Census geocoder: Hilo CDP, Hilo CCD, Hawaii County) with no city government; it is the seat of the County of Hawaii, which covers all of Hawaii Island. Per the brief, the County Mayor, Prosecuting Attorney and all nine County Council districts are treated as municipal. Not every council district contains part of Hilo, but all nine are listed because the County Council is Hilo's local legislature; which districts cover the Hilo CDP was not checked (the county's own site was unreachable and no boundaries were GIS-checked).
  • Official lists: (1) State of Hawaii Office of Elections 'Elected Officials' page (elections.hawaii.gov/resources/elected-officials/), read 2026-10-22, which names the incumbent and next election year for every federal, state and county office. (2) The Office of Elections 2026 Candidate Report on olvr.hawaii.gov (page says last updated September 4, 2026; olvr.hawaii.gov has no robots.txt, 404), read via the page's own public 'Export to CSV' button: 415 filings (140 'In General', 37 'Elected After Primary', 135 'In Primary', 99 'Issued', 2 'Withdrawn', 1 'Void', 1 'Filed'). Status 'running' = 'In General', plus Manu Powers (see below). The CSV carries mailing addresses and phone numbers; none were copied and the raw file was deleted after slimming.
  • standsFor: quoted from the candidates' own statements in the Office of Elections 2026 General Election Voter Guide (English PDF), which says the statements 'were supplied by the candidates and have not been checked for accuracy'. Page anchors are PDF pages (HD2 on page 18; Council 4, 5, 6 on pages 53, 54, 55; HI-2 page 9; Governor page 10). Sue Lee Loy's printed statement is cut off mid-sentence in the guide, so only complete sentences are quoted. Incumbents and seats settled at the primary have no November statement.
  • Federal: Hawaii's two senators and the HI-2 representative from the Office of Elections roster; Hirono, Schatz, Tokuda, Awa, Green and Cordery rows reuse the hi-honolulu record (same lists, same date; the voter-guide pages were re-checked). All of Hawaii Island is in HI-2.
  • State: the Hawaii County Building in Hilo (Census geocoder at 19.7173, -155.0774) is in Senate District 1 (Lorraine R. Inouye, next up 2028) and House District 2 (Sue L. Keohokapu-Lee Loy, In General v Jonathan Kennealy, R). By the roster's numbering Hawaii Island holds Senate Districts 1-4 and House Districts 1-7; the Hilo CDP spans more than one of them, which was not GIS-checked.
  • Municipal: the County of Hawaii elects a Mayor and Prosecuting Attorney (four-year terms, next 2028) and nine district Councilmembers (two-year terms, all nine up every even year, maximum four consecutive terms; nonpartisan, ballot label 'NONPARTISAN SPECIAL'). 2026: Kimball (1), Kagiwada (2), Onishi (3), Inaba (8) and Hustace (9) were 'Elected After Primary'. Districts 4, 5, 6 and 7 are open: no filing by incumbents Kierkiewicz, Matt Kanealii-Kleinfelder, Galimba or Villegas appears in the report. District 7 was won outright at the primary by Manu Powers ('Elected After Primary'); he is listed as status 'running' (councilmember-elect, not yet on the officeholder roster), counted under running and under unopposed. Districts 4 (Enriquez v Ohara), 5 (Matson v Rodenhurst) and 6 (Aki v Enriques) are on the November ballot. Next municipal election: Mayor, Prosecuting Attorney and all nine council seats in 2028 (primary August, general November 2028; exact dates not yet proclaimed).
  • counts.unopposed = 6: seats settled at the 2026-08-08 primary ('Elected After Primary') with no November contest — five incumbents (counted under elected) and Manu Powers (counted under running).
  • Emails: only campaign-looking addresses from the candidate report were kept; plainly personal addresses (first-name/last-name gmail, msn or mac addresses) were left null.
  • Blocked / not used: www.hawaiicounty.gov (County of Hawaii) answered an Akamai 'Access Denied' 403 to robots.txt itself; not retried, so no county council or mayor pages, official emails or photos. capitol.hawaii.gov was not contacted (known Cloudflare 403). Hawaii.gov Terms of Use page is script-rendered; no terms text could be read. No Ballotpedia, Wikipedia or news used.
