Notes on this record

How the lists were read, and what could not be.

  • Candidates: NONE recorded as running for 2026-11-03. Alaska's official general-election candidate list lives only on www.elections.alaska.gov, which shows an AWS WAF CAPTCHA even on robots.txt (recorded by the Anchorage agent the same day); per instructions it was not retried, and no other User-Agent, tool or path was used. Sullivan, Begich and the Governor's seat are on the ballot but stay 'elected'. Re-run when the Division of Elections is reachable.
  • State legislature: Census geocoder (2026 State Legislative Districts layers) puts city hall (58.2996, -134.4067) in Senate District B and House District 4; sample points in the Mendenhall Valley (58.3836, -134.5823) fall in HD 4 and at Auke Bay (58.42, -134.68) in HD 3, all in SD B — so the borough is covered by House Districts 3 and 4 and Senate District B (sampled, not GIS-checked). The Alaska Legislature (www.akleg.gov) is a Cloudflare challenge, so no legislator was read from an official page and neither the SD-B senator nor the HD-4 representative is listed — a gap.
  • Governor: gov.alaska.gov shows an AWS WAF CAPTCHA, so Dunleavy rests on the National Governors Association page (robots allows, Crawl-delay 10 honoured) and the GPO Official Congressional Directory, which misspells him 'Mike Dunleavey'.
  • Federal: senators from the GPO Official Congressional Directory (2026-02-20 text edition; govinfo robots allows /content/); senate.gov not used (Akamai 403 on robots.txt per the Anchorage run). Representative from the House Clerk Member Data XML (published October 1, 2026; clerk.house.gov robots.txt is 404, so no rules).
  • Municipal: CBJ is a home-rule unified city and borough with a council-manager government. The Assembly has nine members including the Mayor (presiding officer): three areawide seats (Mayor + 2) and three each from Districts 1 and 2. The Clerk's certified-candidates page says Assembly districts 'apply only to candidate residency requirements' and that all seats are elected at-large by every voter. Three-year staggered terms; regular election the first Tuesday in October. Members, terms, official juneau.gov emails (decoded from the page's Cloudflare email obfuscation) and photo links from juneau.org/assembly/assembly-members (juneau.org robots allows; no terms-of-use page found, footer '© 2001-2026 City and Borough of Juneau'). Cell/office phone numbers and the street address printed on that page were not copied. School board: skipped per brief.
  • 2026 MUNICIPAL ELECTION (Clerk's certification, 2026-10-20, signed by Municipal Clerk Breckan L. Hendricks): Paul Roy Kelly re-elected areawide; Mila Cosgrove elected District 1 (unopposed); Joyce M. Niven elected District 2. The new Assembly was seated at the Reorganizational Meeting on 2026-10-26. Updated 2026-10-29: Alicia Hughes-Skandijs (D1) and Christine Woll (D2) removed; Cosgrove and Niven added from https://juneau.org/assembly/assembly-members, which lists both with 'Term: 10/2026 - 10/2029 (First Term)'. Deputy Mayor for 2026-27 not yet confirmed (Greg Smith held it 2025-26). Candidate list https://juneau.org/clerk/certified-municipal-candidates-2026 prints addresses/phones, none copied.
  • Next municipal election: first Tuesday in October 2027 — Mayor Weldon's term (10/2024-10/2027) and the seats of Steininger (D1) and Hall (D2) end then.
  • Juneau is also the state capital: the Governor and Legislature sit here, but by the brief only the city hall districts are listed.
  • Re-checked 2026-10-31 (thin-03 deepening pass): www.elections.alaska.gov and elections.alaska.gov still answer robots.txt with the AWS WAF "Human Verification" CAPTCHA (HTTP 405), so the official 2026-11-03 general-election candidate list remains unreadable and no running/incumbent-running status was set; not retried, no other UA or tool. The State of Alaska Online Public Notices host (aws.state.ak.us, where Division of Elections notices are posted) answers robots.txt with a DataDome CAPTCHA (HTTP 403). www.akleg.gov robots.txt now loads (HTTP 200) but its Cloudflare-managed group names ClaudeBot and anthropic-ai with "Disallow: /", so no legislator page was fetched; the city-hall State Senate and House members stay unlisted. Web searches found only third-party lists (Ballotpedia, The Green Papers, The Ballot Brief, Ketchikan Daily News); none official, so none used. juneau.org/assembly/assembly-members re-read 2026-10-31 (robots allows): same nine members; Paul Roy Kelly still shows "Term: 10/2023 - 10/2026" although the Clerk certified his re-election 2026-10-20 (page not yet updated); no Deputy Mayor for 2026-27 shown. No CBJ election remains in 2026.
  • Early voting for the 2026-11-03 general election, per Alaska Division of Elections — Absentee and Early Voting Locations (https://www.elections.alaska.gov/avo/), as read and supplied by Jim on 2026-10-31 (the site shows a CAPTCHA to automated readers). Early-vote locations marked "House Districts 1-40" take any Alaska voter. State Office Building (8th floor) early-vote location: Mon–Fri Oct 19–Nov 2, 8am–5pm. Region I Elections Office (Mendenhall Mall Annex): Mon–Fri Oct 19–Nov 3, 8am–5pm; Sat Oct 24 & 31, 10am–4pm; Sun Oct 25 & Nov 1, noon–4pm; Election Day 7am–8pm. City hall is in State House District 4 (sample ballot not read).
