Notes on this record
How the lists were read, and what could not be.
- Candidates: NONE recorded as running. Alaska's official 2026 general-election candidate list is only on www.elections.alaska.gov, which answers an AWS WAF CAPTCHA even on robots.txt (BRIEF-SOURCES, not retried here). The Fairbanks North Star Borough Clerk runs only municipal elections (Borough, City of Fairbanks, City of North Pole), so it publishes no state or federal candidate list. The Division of Elections' own ArcGIS organisation (akelections.maps.arcgis.com, linked from alaska.gov; robots allows) holds only a precinct and polling-place map. So no running or incumbent-running status could be set. Sullivan (Senate), Begich (House) and the Governor's seat are on the ballot but stay 'elected'.
- State legislature: city hall is in Senate District P and House District 31 (Census 2026 state legislative district layers). The city's own precinct codes (31-446 Aurora, 31-455/480/485 Fairbanks #1-3, 32-355/365 Fairbanks #4-5, 32-375 Fort Wainwright) show that House Districts 31 and 32 cover the city. akleg.gov is a Cloudflare challenge (not retried), so no legislator is listed. The Borough's 'My Elected Representative' GIS table (services.arcgis.com, FNSB layer; that host's robots.txt returns 403 'Invalid URL', i.e. none served) names Maxine Dilbert (HD-31, Democratic) and Scott Kawasaki (SD-P, Democratic). Those rows were last edited July 2023 and the same table still shows President Biden, Borough Mayor Bryce Ward and City Mayor Jim Matherly, so they are stale and not used.
- Federal and Governor: carried unchanged from the ak-anchorage record prepared the same day (GPO Official Congressional Directory 2026-02-20 for the senators, House Clerk Member Data XML for Begich, NGA for Dunleavy). gov.alaska.gov answers an AWS WAF CAPTCHA.
- City of Fairbanks: Mayor plus six council members, all elected city-wide to three-year staggered terms, nonpartisan (City Council page: 'each October, two Council seats are typically up for election'). Members and photos are from the City Council page, the mayor from the Mayor's Office page (fairbanks.gov; www.fairbanksalaska.us redirects there; robots.txt is empty). Seat terms come from the City Clerk's official results: 2024 (Seats A, B), 2025 (Mayor, Seats C, D). Individual email addresses are hidden behind a contact form and were not copied, and phone numbers were not copied. The council's shared address council@fairbanks.us is published.
- City election 2026-10-06 (OFFICIAL results): Seat E Aaron Lojewski 1,712, Tom Allen 1,261, Laura D. Houger 348, write-in 37 (open seat; Marney not running); Seat F John Ringstad 2,742, write-in 171 (unopposed). Lojewski replaced Marney and Ringstad began a new term on 2026-10-26. Next City election: Tuesday, October 5, 2027, for Seats A and B; next mayoral election October 2028. Source: https://files.aptuitivcdn.com/K9gxWNkmZ2-1856/docs/OFFICIAL-Results-Includes-QA.pdf
- Fairbanks North Star Borough (BOROUGH offices, recorded as municipal with body 'borough'): the Borough Mayor plus a nine-member Assembly elected borough-wide at-large to three-year staggered terms, nonpartisan. Names, seats and photos are from the Borough Assembly page; emails and term-expiry months are from the 2025/26 Assemblymember Contact Info PDF (phones not copied); the mayor is from 'Meet Our Mayor' (no individual photo on that page). Borough election 2026-10-06 (final counts; certified by the Assembly; new terms began 2026-10-26): Seat D Alexis Howell 7,759, Miguel Ramirez 7,542 (Reeves not running); Seat E Nick LaJiness 8,476, Shelly Shupe 7,025; Seat H Scott W. Crass 8,007, Joshua Leaders 7,276. The school board and IGU board seats are skipped per the brief. Source: https://www.fnsb.gov/DocumentCenter/View/29574/UNOFFICIAL-ELECTION-RESULTS-PDF-SUMMARY- The certified borough canvass report itself was not found on fnsb.gov; the seating is confirmed by the Borough Assembly page (retrieved 2026-10-29), which lists Howell (Seat D), LaJiness (Seat E) and Crass (Seat H, Presiding Officer) and no Deputy Presiding Officer.
- Updated 2026-10-29 after the new terms began on 2026-10-26: Lonny Marney (City Seat E) and Liz Reeves (Assembly Seat D, Deputy Presiding Officer) removed; Aaron Lojewski and Alexis Howell added. The new Deputy Presiding Officer is not yet shown on the Borough Assembly page.
- Neither fairbanks.gov nor fnsb.gov publishes reuse terms. fnsb.gov robots.txt disallows only admin, search, calendar, RSS, map and similar paths for '*' (crawl-delay 10, honoured). It names ClaudeBot and other AI crawlers in a separate group with the same Disallow list. No path fetched was disallowed.
- Re-checked 2026-10-31 (thin-03 deepening pass): www.elections.alaska.gov and elections.alaska.gov still answer robots.txt with the AWS WAF "Human Verification" CAPTCHA (HTTP 405), so the official 2026-11-03 general-election candidate list remains unreadable and no running/incumbent-running status was set; not retried, no other UA or tool. The State of Alaska Online Public Notices host (aws.state.ak.us, where Division of Elections notices are posted) answers robots.txt with a DataDome CAPTCHA (HTTP 403). www.akleg.gov robots.txt now loads (HTTP 200) but its Cloudflare-managed group names ClaudeBot and anthropic-ai with "Disallow: /", so no legislator page was fetched; the city-hall State Senate and House members stay unlisted. Web searches found only third-party lists (Ballotpedia, The Green Papers, The Ballot Brief, Ketchikan Daily News); none official, so none used. fairbanks.gov robots.txt still empty; fnsb.gov robots.txt unchanged (ClaudeBot group, same admin/search Disallow list, crawl-delay 10). No City or Borough election remains in 2026 (both held 2026-10-06).
- Early voting for the 2026-11-03 general election, per Alaska Division of Elections — Absentee and Early Voting Locations (https://www.elections.alaska.gov/avo/), as read and supplied by Jim on 2026-10-31 (the site shows a CAPTCHA to automated readers). Early-vote locations marked "House Districts 1-40" take any Alaska voter. Region III Elections Office early-vote location: Mon–Fri Oct 19–Nov 2, 8am–5pm; Sat Oct 24 & 31, 10am–4pm; Sun Oct 25 & Nov 1, noon–4pm; Election Day 7am–8pm. UAF Wood Center: Election Day only (Nov 3, 7am–8pm). City hall is in State House District 31 (sample ballot not read).
